Brothers and Sisters;
We are opposed to CS/SB 534: “Publicly-funded Defined Benefits Retirement Plans”, please call each committee member and ask them to not support this bill, it requires that local pension plans use an unrealistic rate of return and last week they took the Florida Retirement System out of the bill as they thought it would have an adverse impact on the states bond ratings.  The same thing will happen to city bond ratings who have to report a fictitious rate of return as well.
Committee meets from 8 AM to 10:30 on Thursday, please call/email  them all week and ask them to vote NO on the bill.

By: Dr. Rosa Castro-Feinberg – LULAC Florida

As we expected the “Parent Trigger” bill has returned. The Florida House Choice and Innovation Subcommittee will hear the bill THIS Thursday, March 7 at 1 pm.

HB 867 the so called “Parent Empowerment” bill, sponsored by Rep. Carlos Trujillos (R-Doral), will be making its first committee stop during this first week of the 2013 Legislative Session. HB 867 is similar to the controversial California legislation that has pitted parent groups and students against one another. This bill is seen by education experts as a devious and underhanded attack on your local public schools and hardworking teachers.

Every credible parent group in Florida, including the PTA is opposed to this bill because it will ultimately hurt students. In fact, this bill will only help private education companies and corporations that who want to force taxpayers to pay them to run “for-profit” unaccountable charter schools. These schools are not held to the same standards as public schools.

Please call members of the House Choice and Innovation Committee today. Tell them to protect our public schools, our students and our teachers. Tell them that we don’t want corporate for-profit schools and their “parent trigger” scam.

FPF Call to Action – Call The Following Legislators To Oppose FRS Pension ReformFebruary 3, 2013

Originally posted: February 1, 2013

Dear Brothers and Sisters,I know you are all following the proposed legislation to close the Florida Retirement System, and reform of the Local pension plans.  For good or bad the legislation is tied together and the harm done to either will inevitably impact the other.The FRS bill was filed yesterday and it does as Speaker Will Weatherford  and President Don Gaetz have both promised, close the Florida Retirement System pension plan forever, beginning January 1, 2014.  If you have any misconceptions that this only affects new hires, you are seriously mistaken.  The most current actuarial study says that employer costs will steadily increase for firefighters and police for the next 29 years, and increase the current employer-employee contribution rates from 14% to 39%.  Does anyone believe FRS employers will pay 39% of payroll to continue benefits for current employees?   The only alternative will be to reduce benefits and/or increase employee contributions.  The result of the recent Supreme Court decision on employee contribution rates can be raised at anytime without any limits.   Multipliers (remember the 3% to 2% reduction), years of service, Cost of Living Adjustments and disability benefits can be changed at any time.Even more egregious is the proposed legislation eliminates any death or disability benefit for any Special Risk member hired after 2014.  That means that your partner sitting in the seat next to you if he or she is killed in the line of duty, the spouse and children will receive no pension or benefit for the rest of their lives.  They simply get a refund of their contributions and the state is resolved any further responsibility.  If your partner were to be permanently disabled during a fire or other emergency, contracts an infectious disease, has a heart attack, ditto, the spouse and children get the contributions refunded, no pension, no disability, not even a sorry for your loss!  How do you think new firefighters will react when going in harms way, knowing that their families will be left alone and destitute.There is no financial justification for this action, the Florida Retirement Trust Fund is nearly 90% funded and its earnings have tripled its projected rate of return.  Even Governor Scott in his 2014 budget message said “Florida’s pension plan is on a sound actuarial basis and one of the best-managed plans in the country.”So what can you do, well to begin with our voices have to be heard.  Every member of FRS or anyone who feels that this change is uncalled for and unfair should call, email and visit the offices of their legislators.  This should start with a daily call to the House Speaker and Senate President as they are the leaders of these changes.  Their contact information is:Will W. Weatherford (Republican) Speaker of the House

Secondly, the bill will be introduced next Thursday in the House Government Operations Subcommittee;

every committee member should receive a call daily asking them to oppose Proposed Committee Bill  GVOPS 13-01.  We are planning many other efforts to deliver our message from social media, press, statewide mailings and rally’s, your help will be critical.  This is our first step in a multi-faceted campaign, I hope we can count on each of you.

Gary Rainey, President
